Valencia, Dresden and Antalya are a set of advanced cities that have been selected to play the role of LIGHTHOUSE. These cities are carrying out a real pilot of transformation in the energy and mobility sectors , addressing monitoring and evaluation of technological, economic and social assessment. These pilots will reach very ambitious energy savings, CO2 emissions reduction objectives, supported by ICT solutions as main enabler to reach high performance, collect relevant information, fostering open data use, facilitate urban planning and decision making and encouraging citizen and stakeholder’s engagement through well-established ICT Urban Platforms.

Currently, cities tackle problems of pollution, energy consumption and overcrowding, risking to become unsafe and unhealthy place to live. MAtchUP foresees dedicated actions to improve the share of renewable energy, increase the sustainable mobility and invest on technology. The aim is to repaint cities with brighter solutions at the disposal of their smart communities.
These solutions will boost local economies and their quality of life. Furthermore will serve as model for replication in other cities and will lead to a urban transformation driven by citizens and stakeholders.

MAtchUP’s objective is to create and adopt solutions that can turn urban problems into smart opportunities to improve the citizens’ quality of life and boost the local economies. The final aim is to create a prosperous and more liveable urban environment for communities.

Overall objectives
1. Fostering URBAN TRANSFORMATION through advanced urban planning, capacity building, upscaling and replication.
2. Carry out extensive demonstration of technologies in the energy, mobility sectors, together with a wide deployment of Smart Solutions based on ICTs.
3. Deploy a deep monitoring and evaluation program, analysing technical, social and financial issues.
4. Fostering the identification and development of innovative business models to increase expected impacts.
5. Link MAtchUP with the most relevant clusters and similar projects and city networks to maximize knowledge exchange, impact and replication.
6. Deploy a deep exploitation and market deployment strategy supporting stakeholders in the identification of exploitable results.
7. Deploy an impact based communication and dissemination strategy.

Work performed

During 1st reporting period all the requested 27 deliverables have been submitted. All the tasks that should have started, have started on time and are working according to the schedule both in the timeline and in their contents. Only some small deviations have been noticed in demo sites but, at this moment, none of them imply a lack of achievement of critical objectives and a relevant impact on other tasks. Mitigation plan is ongoing for those actions in demo sites that could imply a risk.
A methodology for an advanced diagnosis of the city challenges and priorities to the lighthouses and followers has been done.
It has also been defined a methodology for advanced integrated planning impact-based.
Both methodologies will be implemented in a second stage of the project.
The detailed design of the interventions to be implemented in Valencia, Dresden and Antalya in the four pillars (Energy, Mobility, ICT and Social) has been carried out and reported in 3 deliverables.
Another relevant result has been the identification of the needs of the urban platform of the three LH to provide the city services involved in the project and identification of the adaptions required with regard to publish open data, open APIs and data integration from the actions to be deployed in the city interventions.
The strategy for citizens\' engagement has been designed for Valencia, Dresden and Antalya.
In terms of the impact in the cities involved, some of the actions have progressed to a great extent, mainly ICT and Non-Technical actions in Valencia, energy actions in Dresden and those related to the construction of the high performance district in Antalya.
The progress in the definition of MAtchUP Technical, Social and Economic Evaluation Framework as well as the evaluation protocols and KPIs to evaluate Project actions has been relevant but the main outcomes will come during the second reporting period.
Regarding business models, MAtchUP has been focused on analyzing the existing knowledge on business models for smart city solutions and available evaluation frameworks; the results of this analysis will be published during second reporting period.
In terms of collaboration with other projects and initiatives, the Collaboration Secretariat has been created and MAtchUP has established links with other SCC01 projects and initiatives.
The first version of the Dissemination and Communication (D&C) Plan has been launched and Local D&C Desks have been established in the MAtchUP cities. Definition of the project visual identity, flyers, video, newsletter, social networks and the website are other relevant results related to Communication and Dissemination. In terms of D&C activities, the impact has overcome the expectations.

Final results

MAtchUP solutions aims at providing effective qualitative and quantitative impacts on urban environments. These solutions and activities will be translated into greener and prosper cities build on the needs of their customers .
There are two key issues related to the progress beyond the state of the art:
1. Planning and Replication strategy/methodology
One of the main MAtchUP’s goals is to provide an innovative urban transformation method for guiding cities in the decision making process in 4 steps:
• Diagnosis
• Integrated planning
• Implementation
• Replication plans.
In this first reporting period, a methodology for Advanced city diagnosis including identification and review of city challenges and priorities has been designed.
Another methodology for Advanced Integrated planning has been created during this reporting period. It includes an analysis of cities’ strategy, financial models and organizational capability. This methodology has been structured in 4 steps:
• definition of a management structures
• strategy for capacity building
• citizens’ engagement strategy
• method definition to characterize and evaluate the demand scenarios.
Both methodologies have been included in two deliverables submitted during this reporting period. In the following months, they will be implemented.
2. Evaluation process – to SEAP/SECAP recommendations
In general, no relevant progress could be reported regarding this topic.

MAtchUP technologies are at TRL 7 or even higher, and their integration will demonstrate very high energy efficiency in districts, considering building, district and even city-level RES with storage systems. These technologies combined with sustainable mobility concepts enabled with ICTs (Urban Platforms) will be proven as accelerators of the urban transformation.
Some of the Energy, Mobility and ICT actions have progressed during this reporting period, and in this sense, MAtchUP position in TRL scale has improved. But, some of the more innovative pilots are being fine-tuned so as to be deployed in the better conditions.
In terms of expected impacts per city and pillar, it is too soon to evaluate most of them as none of the actions have finished. Moreover, technical, economic and social evaluation frameworks are being designed and will be finished during the following reporting period.
