At the national level, ‘Societal Challenge 4 - Smart green and integrated transport’ National Contact Points (hereafter SC4 NCPs) offer a crucial service supporting applicants in approaching Horizon 2020, learn about it as well as in preparing proposals and managing projects. In other words, NCPs’ involvement is a vital part of the Horizon 2020 programmes. Moreover, as ‘Smart green and integrated transport’ NCPs work across the continuum of the transport sector with all its modalities and cross-cutting issues, their role requires a holistic knowledge base in order to understand the impact of their actions when dealing with proposers, stakeholders and other relevant actors. NCPs engagement and knowledge sharing is fundamental in ensuring that the information and services provided to potential proposers at a local and national level is aligned to the expectations of H2020.
In this perspective, the main goal of ETNA2020 is to create a joint network of experienced and less experienced SC4 NCPs, pooling the resources and know-how in order to raise the overall quality of services provided. Through the involvement of NCPs from 16 different countries (Member States and Associated Countries) as beneficiaries, and of all the other NCPs as “Associated Partnersâ€, ETNA2020 strives to strengthen the transnational cooperation. Concretely, during its 2nd Period the project offered both NCPs and stakeholders many opportunities for training through fora and brokerage events; developed new support tools; and carried out a wide range of communication and dissemination activities, inclunding the promotion of tools and platforms easily accessible through th e project website. All these activities were meant to enrich the NCPs\' and stakeholders\' knowledge and tools, improve the work flow between NCPs, applicants, the European Commission, and other interested parties; and ultimately to enhance the impact of R&I in SC4.
The work carried out since the beginning of the project on 1st of January 2015, reflects the objectives highlighted in the Description of Action. The activities are based on seven different work packages: WP1– Management, WP2 – Understanding and raising awareness of the European transport R&I landscape, WP3 – Support partnering, WP4 – Empowering research community capacity, WP5 – Empowering the NCP services, WP6 - Dissemination and Communication, WP7 – Ethics requirements.
By the end of the first reporting period (covering from 1/01/2016 – 31/06/2017) the following results have been achieved.
In WP1 the quality check procedures for deliverable production and reporting were set up and customized templates were provided to consortium members. Four Steering Committee Meetings were held. A steady communication flow was set up both within the consortium and towards associated partners.
In WP2 a database of 72 pan-Europe organisations that are relevant to the Transport R&D community was created. A workshop of stakeholders was held by webinar to review the database. More than 11 sources of private funding for transport RD&I were identified and mapped and the Funding Map Database, available on the ETNA2020 website, was updated accordingly. An analysis of H2020 transport calls was published on the website and is currently publicly downloadable.
In WP3 the Partner Search system (empowered by IDEALIST) was made operational, while the Partner profile system was updated. Both are available in the dedicated section of the ETNA2020. 7 brokerage events were performed (more than 1340 bilateral meetings organised and/or co-organised). In the framework of the BEs the Partner Search live station system was launched and proved successful.
In WP4 14 factsheets on H2020 transport-relevant issues were made available on the project website. 16 new transport – related target groups have been identified and reached through the activities described in D4.2. Concerning the training for stakeholders, 4 events were organized. A leaflet concerning the international cooperation in H2020 was published.
Within the WP5, whose focus is the empowerment of NCP services, 2 rounds of Benchmarking Questionnaire were carried out aiming at understanding the NCPs needs in terms of training. Therefore, 3 trainings for NCPs were organized. Moreover, a toolbox for NCPs was set up and it is available on the project website. 2 NCPs Fora were organised in conjunction with two major events relevant in the transports field: the 1st one back to back with TRA2016 and the 2nd one in the framework of the European Maritime Days (EMD) 2017. Last but not least, in the first 18 months of the project, 4 twinning visits were arranged.
In WP6, several accomplishments have been achieved in the context of Dissemination & Communication. At the beginning of the project, the official Branding Box containing the logo, the project business card, the folder, the deliverable template, the leaflet, the PPT presentation and the roll-up, was created. The website was moved to a new server, and completely redesigned with a brand new graphical layout, with new functionalities, and with new content. 4 newsletters were already published and submitted as deliverables. ETNA2020 attended 34 dissemination events. Concerning the collaboration with EEN, a Memorandum of Understanding was signed and 2 annual EEN action plans were delivered
In the context of the WP7, concerning the project ethical requirements, a dedicated deliverable was submitted.
Since ETNA2020 is a Coordination and Support Action the “progress beyond the state of the art†is not applicable.
Concerning the expected potential impact, ETNA2020 is contributing to the expected impacts described in the Description of Action.
Several activities described in the above section enhanced SC4 NCPs’ professionality (e.g. trainings (T5.2), fora (T5.4) and twinning visits(T5.5)), provided them and their clients with new tools (e.g. Transport R&I Landscape interactive Map (T2.1), Funding Map database (T2.3), Partner Search System and Partner Profiles database (T3.1), guides and factsheets (T4.1), exc.), simplifying the access to Horizon 2020, increasing the knowledge on the programme, and lowering the barriers for newcomers.
Newly appointed and less experienced NCPs had also the chance to rapidly acquire updated know – how and thereby develop their expertise. Throughout the project, good practices were identified and shared among NCPs through the fora and the newsletter (e.g. NCPs from H2020 Associated Countries were invited to present their national NCP system at the ETNA2020 Fora and/or in the ETNA2020 newsletter; EEN transport-related sector groups presented themselves and their success stories in the ETNA2020 newsletter). Within the network, the collaboration of a diverse group of partners, including MS, AC and third countries, encouraged a mutual learning process. So, the basis for a more consistent level of NCPs support across the EU was established. Moreover, brokerage events, training to stakeholders, partner search and profiles tools, contributed to the improvement of the quality of submitted proposals. The adequate and extensive promotion of ETNA2020 was guaranteed by the website platform, the twitter account, ETNA2020 presence at crucial transport-related events and the project steady cooperation with complimentary initiatives. Through such cooperation with other initiatives, new potential clients were more easily reached and supported.
