Final Project Results ReportThis report expresses our vision on the future for ATM sector in Europe from an institutional perspective. It describes our view on potential pathways towards new institutional designs for the European ATM sector. These institutional elements will likely include more competitive dynamics that should lead to performance improvements on various ATM key performance areas. We will also investigate ways of implementation. This involves understanding distributional impacts and possibly the need for government oversight and enforcement for effectively implementing proposed changes. This report will also discuss potential drawbacks and ways of addressing perverse incentives in new institutional designs. Quantitative impact assessment summary reportThis report will be an accessible text without complicated formula’s or graphs. It will summarize the main insights of both models in terms of the approach used and its limitations, the main results and the policy recommendations that one can derive from this. The comprehensive assessment framework and the common model guidelines allow us to consistently evaluate various options, even using a different model approach. Effects will be quantified and illustrate impacts on performance metrics, economic impacts and other relevant indicators of the assessment framework.
