Data availability and comparability at regional level are central challenges in many countries. Being able to feed the RIS3 monitoring system by confronting a variety of regionalised data would be ideal. The challenges for strategy designers and policy managing bodies are numerous in this respect, but there are also many opportunities already available that can be easily implemented. National and regional authorities across Europe have used a rich variety of sophisticated data sources in the strategy formulation phase. Interestingly, this massive data analysis has not been fully carried over to the monitoring mechanisms. Current versions of monitoring mechanisms often lack a comprehensive data basis and show little innovative approaches to data collection, indicators selection and related tools.
In this context, the overall purpose of the NETIM project was to develop efficacious and easy to implement practices for monitoring the delivery of public policies supporting innovation in SMEs. Through its main deliverable, the NETIM Design Options Paper, the Consortium aimed to find an effective mechanism for monitoring policies for innovation and design a tool for systematically collecting information without excessive costs and through easy to implement procedures. The DOP is targeted at organisations such as innovation agencies, regional and national authorities and similar organisations, involved in monitoring and evaluation of public policies for innovation.
NETIM was coordinated by ARTI Puglia, the Apulian Regional Agency for Technology and Innovation (Italy) and implemented together with IFKA, the Public Benefit Non-Profit Ltd. for the Development of Industry (Hungary), and FUNDECYT-PCTEX, the Foundation FUNDECYT Science and Technological Park of Extremadura (Spain).
The NETIM workpkan commenced by undertaking peer reviews of good practices on monitoring selected and presented by each partner region; the results of this first step have helped to clearly identify the main criticalities in the monitoring of innovation policies and the requirements for a monitoring tool.
The choice to apply the tool to the specific case of innovation policies implemented under Smart Specialisation Strategies has added additional challenges linked to the needed to take into account the specialisation dimension and to disaggregate the gathered information across Specialisation areas.
To test the feasibility of the approach, the tool has been applied, as a pilot exercise, to the Apulia and Extremadura RIS3.
The NETIM DOP offers an approach to create data availability at regional level that may lead to comparability and new indicator sets within the RIS3 framework.
The approach in the Design Option papers is based on the following principles:
• Disaggregation of all collected indicators across the different RIS3 priorities, according to a three-tier classification (Priority Areas, Innovation Value Chains, Innovation Fields)
• Use of different indicator sets: input, output, result, transition
• Monitoring based on information mandatorily provided by the participants to public calls and beneficiaries
• Monitoring data collected through questionnaires, at project submission time, at project conclusion and in later follow-up phases.
• Direct surveys, focus groups and other qualitative approaches used for impact evaluation
