Low-level European voluntary standard (CWA) “Authenticity in the Feed and Food Chain – General Principles and Basic Requirements

The basis for the content of the guideline will be built on the concepts, terms, definitions and overall good practice in relation to food authenticity which already exist (provided by WP1). In addition the views of the stakeholders directly or indirectly involved with the Authent-Net project, and from the result of the external and open hearing that is required as part of the standardization process; see below. The resulting document will be consensus-based and have the same structure as international standards with similar content (in particular ISO 22005 (2007) “Traceability in feed and food chain - General principles and basic requirements for system design and implementation”) which means sections detailing scope, normative references, terms and definitions, principles and objectives of food authenticity, and some overall recommendations related to design and implementation of systems and procedures to maintain and verify the authenticity of food products.

While the CWA process is the least rigid of the standardization processes, there are still some formal requirements that must be met:
• A business plan must be made and evaluated before the proposal for standardization is accepted.
• A formal, CEN-advertised and CEN-organized kick-off meeting must be held at the beginning of the process.
• The proposed standard must to some degree be structured according to a pre-existing template.
• An open hearing process lasting at least 60 days must be publicly announced, and the feedback from the hearing must be used as input to a consensus-based version.
• A formal, CEN-advertised and CEN-organized consensus meeting must be held at the end of the process where points of contention, if any, are debated and decided on.

A report mapping current common research needs and regional diversity of MSs with the remit of funding food authenticity R&D

The initial EU funding body summary, which was drafted at the proposal stage using information from ERAWATCH and data from the questionnaire and funders’ workshop held in Bilbao in March 2015, together with WP1 data, will be developed further to provide comprehensive information about MS and AC organisations that fund R&D in the area of food authenticity, their strategic priorities, TRLs focus, budgets, etc. The WP1 data will be analysed for common interests, regional diversity, synergy and duplication; and results will be mapped to highlight similarities and differences between MSs.

A report on the common and MS specific current research strategy, future research needs, prioritised gaps, and the requirements for future transnational food authenticity research in MSs

Results of the GAP analysis will be used to identify inter-European collaboration needs and requirements for transnational funding which will provide direction to the high level EU transnational research strategy (the roadmap [WP3]).

A summary of food authenticity legal framework

WP1 will compile a list of international standards and regulations; link each item to respective countries and commodities to aid analyses and mapping food authenticity legal systems and emphasise national policy levels and regulations in MSs. WP1 will also extract or generate keywords for each item for the entry into the searchable database [WP4].

ERA-NET white paper completed and submitted to the Commission

The draft roadmap will evolve into a draft white paper that will bring together multiple stakeholders’ recommendations regarding the need for an ERA-Net in the area of food authenticity.

Wikipedia article, newsletters, briefs, press release

WP5 will coordinate the issue of four project newsletters which will be edited by different partners (to reflect local perspectives) and distributed through project webpage, extended Authent-Net and other relevant networks, at conferences and events.

WP5 will plan and produce an article in EUFIC’s multi-lingual Food Today and/or Research*EU Focus or similar outlets to raise awareness of the action and highlight action outcomes. For example, Food Today exists in 11 European languages, e.g., English, French, Spanish, Italian and German with the electronic distribution to 46,000 professionals, educators, opinion leaders/regulators, the media, industry, consumers and other multipliers.

WP5 will create a ‘food authenticity’ page on Wikipedia which does not exist at the moment, and coordinate press releases (aiming to achieve two each year, depending on media worth information) on the action and its results.

To enhance the engagement of national funding bodies WP5 will facilitate the translation of project dissemination materials from English to other languages (e.g., Spanish, Norwegian, French, Netherlands, Italian, German, Czech, etc.) with the help of the project partners.

Two project conferences/extended meetings

While Authent-Net has the dedicated WP3 to scope, organise a deliver a series of targeted workshops with the funders, policy makes and other stakeholders to facilitate action’s outcomes, WP5 will be focused on the wider communication and dissemination activities and will:
• plan and facilitate the organisation of meetings and bespoke seminars for funding organisations to promote the action and recruit new members to the extended Authent-Net network,
• plan the alignment of Authent-Net meetings and conferences with high profile events (e.g., FoodIntegrity, RAFA) to optimise cost-benefits of the short two year project,
• support further dissemination of action outputs through stands and/or poster sessions at a range of international, European and national conferences relevant to the topic area.
• organise a final Authent-Net conference/extended meeting to present the results to key target audiences (funders, opinion leaders/regulators, control authorities and laboratories, food and drinks industries, including SMEs, the media, consumer organisations, and the R&D community).
• make all conference, meeting and workshop materials available via the FARNH and project website.

A draft Roadmap to act as the discussion document for all stakeholder engagements

A draft roadmap will be prepared by the WP members. During the series of workshops (outlined below) this will act as a discussion document to determine how various MSs see a food authenticity network operating in terms of sharing information and resources across the EU. An agreed roadmap will be one of the major outputs from the Authent-Net project.

Food authenticity commodity status reports

Reports, which are summarising an authentication status for a particular commodity on national and regional levels with reference to the lists generated in T1.1 and T1.2, will be produced. The reports will describe motivation and drivers, incident history, material and information flow, detection and validation methods (both analytical and paper-based methodologies) and technologies, databases, good practices and the potential for a technology transfer from one commodity type to another. All reports will use the same template that will be developed in consultation with funding organisations and industry. Within the project oils and fats, meat and seafood status reports will be issued and it is anticipated that other MSs and possibly industry will be interested in commissioning similar reports to develop a comprehensive European food authenticity capability map.

Kick off meeting

At the beginning of the action WP6 will plan and implement the kick-off meeting where management structures for the General Assembly and the Management Committee will be agreed. The kick-off meeting, delivered at an early stage of action [M1], will inform all partners about the structure and operation of the Consortium, their roles and plans (activities, timing, interactions) for the following period.

Webpage, logo, templates

In consultation with the partners WP5 will create a corporate identity for project to ensure a common graphic line (logo, project newsletters, website, presentation templates etc.) for all communications produced by the Consortium.

The project webpage will contain all information about the project, e.g., WP descriptions, partner information, newsletters, etc., while all project outputs such as reports, results of GAP analyses, an interactive EU map with relevant information about MS food authenticity projects, searchable databases, funders and their strategies, roadmap, CWA, conferences and workshop information will be the main part of the FARNH. The main tool for exploitation of project outcomes will be the FARNH while the project webpage (www. authentnet.eu) will be dedicated to Authent-Net project activities with a prominent link to the hub. The ownership and maintenance of the Hub after the project will be negotiated with the funders with the view that it will be a unique and essential information point for all working/interesting in the area of food authenticity. The issue of sustainability of the FARNH will be included in the white paper on ERA-NET [WP3].

Food authenticity national status reports

Country reports, summarising the status of food authenticity at a national level with reference to the lists generated in T1.1 and T1.2, and describing organisational responsibilities, current practice, initiatives, funding strategies and commodities of interests, will be produced. The country’s reports will inform MSs about state of play in other countries, allow them to underline synergies and areas for potential collaborations; and avoid funding of similar researches/initiatives through the different MSs. All reports will use the same template that will be developed in consultation with the funders and the final documents will be reviewed and endorsed by the action partners from funding organisations. Within the action UK, Belgium, France, Iceland , Italy, Spain, Czech Republic and the Netherlands status reports will be issued and it is anticipated that other MSs will be interested commissioning similar reports to complete a European food authenticity capability map.

A summary of relevant information for the standardisation process

From the information gather in WP1, a guideline formulated as a low-level European standard for concepts, terms, definitions and overall good practice related to food authenticity will be generated [WP3]. In order to develop the guideline, the state-of-the-art in term of concepts, terms, definitions and overall good practice that already feed exist, will be extracted and summarised. This information will be used as background information for the standardisation process conducted in WP3.

A list of finished and ongoing national and international R&D projects; and of relevant reports, papers, publications and openly available databases with keywords and abstracts

WP1 will produce (i) a list of recent and ongoing national and transnational R&D projects and initiatives in the area of food authenticity at EU level, (ii) a list of relevant reports, papers, publications and openly available databases (of incidents, samples, detection methods, etc.), and link each projects and item to respective countries and commodities to aid analyses and mapping knowledge base in the area of food authenticity and emphasise R&D capability, potential, initiatives and funding in MS. WP1 will also create an identity card (keywords, relevant information) for each project and item in order to feed the searchable database [WP4].

Project communication and dissemination plan

WP5 will develop the communication and dissemination plan for the action in M3 defining key messages and target audiences, and selecting appropriate tools and channels (including relevant conferences and events) to reach the target audiences. Partners will disseminate information at national, EU and international levels and the main focus will be on holding meetings and delivering seminars to funding bodies and relevant organisations in MSs and ACs. The plan will also include a development of terms and conditions for data entry into the FARNH [WP4]. The plan will define media monitoring of the coverage of the action in traditional media (e.g., trade journals, newspapers) as well as social media. The communication and dissemination strategy will be updated a half-way through the two year action after an assessment of the quality of communication and dissemination activities. At the end of the project, a dissemination report and a sustainability plan will be developed, specifically to ensure the continuity of the funder networking [WP3] and maintaining the FARNH [WP4].

In collaboration with the partners WP5 will design a targeted dissemination strategy of project outputs to MS funding organisations, EU Food Fraud Network, DG Trade, DG Agri, DG Taxud and DG SANTE thought bespoke seminars at their premises.

WP5 will prepare a dedicated plan (including an action policy) for a usage of the social media to facilitate the engagement with the wide range of stakeholders. WP5 will create dedicated accounts for food authenticity to aid informal discussions on LinkedIn, Facebook and ResearchGate, and encourage each partner to “tweet” at least once a month about main project activities and results. By actively involving the social media WP5 aims to engage directly with consumers and use these data in the GAP analysis and prioritisation exercises to include consumer perception in the overarching EU funding strategy.
