The Concerted Action supports and facilitates the implementation of the Energy Efficiency Directive, by it\'s nature it is a complex framework piece of legislation open to interpretation and a multitude of possible implementation methods. In addition evaluating and reporting progress towards optimal implementation levels is complex. The objectives of the project are to raise the level of implementation by way of providing policy makers and implementing bodies with a platform for the exchange of information on implementation strategies, policies and measures, by creating a trusted network and by having informal access to expertise within the Commission institutions.
Achieving the energy efficiency targets set by the Energy Union are key to delivering on the 2020 energy and climate targets, it is of great importance that the legislation put in place in order to achieve these targets is fully implemented and delivers to its full potential. The Concerted Action directly contributes to the development and improvement of policy measures designed to increase the level of energy efficiency achieved throughout Member Sates.
During the first periodic report the Concerted Action has, in line with expectations, delivered on convening four Plenary Meetings, one In-depth Workshop, one Study Visit, fourteen Working Groups on specific EED elements preselected by National Contact Points and the Management Team. In addition all information was made available via the CA EED website. The areas covered during the period were: energy efficiency targets, planning measures and reporting; energy management in central governmental buildings; energy poverty; energy efficiency in the rental sector; metering and billing; audits; legislative frameworks for Energy Performance contracting and other financial options, heating and cooling. A number of information sessions were held at each Plenary Meeting providing insight into developments in specific EED areas or related areas, these included sessions on: smart cities and smart consumers, financing, linking energy efficiency with renewables, the importance of the transport sector for energy efficiency targets.
The first Periodic Report also saw the improvement of the website making searching easier for experts via tagging. The Concerted Action contributed to and worked together with the Energy Community, the European Defence Agency, the sister projects CA EPBD and CA RES.
For the remaining period of the project it is anticipated that the project will continue to deliver on the organisation of a further three successul and interesting Plenary Meetings. An additional activity in the form of a joint 3-way Workshop (CA RES/CA EPBD/CA EED) will be co-organised. The aim of this workshop is to bring together the policy makers from all three domains: energy efficiency, renewables and buildings providing them with insight into the work being done in the three areas and allowing them to identify potential areas for future cooperation and efficient and effective areas for future cross-cutting policy development. Budget permitting two additional Study Visits will be organized, one on the implementation of the energy efficiency obligation scheme in Denmark and the second on energy efficiency action in the public sector.
