Progress report on updates of Living Lab 2 monitoring results and adjustments made to the concept

This deliverable will focus on results of monitoring of the LL3 and development of adjustments, if necessary. Based on the developed monitoring approach the implemented measures will be monitored by measuring the associated KPI’s over a longer time period. Suggestions for the adjustments will be elaborated. The adjusted or new measures will be implemented again and the monitoring approach will continue. This process will be repeated several times. Finally, the measures will be adjusted in such a way to make them most effective in order to improve flexibility and reliability of rail freight transport within a multimodal transport system.

In the deliverable an implementation plan is describes, combining the results and lessons learned from previous tasks of WP 3.
• Assessment of the optimal business models and governance models for cooperation within the rail sector.
• Assessment of the total impact of the measures on the relevant KPIs
• Recommendations of policies that may be supported by the EU.
• Promotion of the new business model among rail operators and forwarders to introduce new business opportunities to them but also to existing and potential customers of rail freight services to raise awareness for new opportunities for the use of rail freight transport.
• Definition of necessary legal and regulatory steps for implementation on EU and national level.
• Definition of necessary organisational and operational steps for the implementation by rail operators and rail forwarders.
• Overview of most effective business models and governance models for different market segments.

Progress report on updates of Living Lab 1 monitoring results and adjustments made to the concept

The Living Lab will be constantly monitored and controlled to ensure the success of the Living Lab. The constant monitoring and feedback allows for the recognition of deviations and instant adjustment. This deliverable will present the results of the monitoring of the Living Lab 1 and will report on the deviations and adjustments that were done. After improvements have been implemented, the cycle of monitoring, analysing and adjusting the wagonload concept starts again. At the end of the project a final assessment will be performed.

Conclusions and recommendations Living Lab 3 concept

This deliverable will present a final assessment of the results from LL3. Based on an analysis of the results and on interviews with involved stakeholders, conclusions about the most effective measures to improve flexibility and reliability of the rail freight system will be drawn. The control tower concept requires a lot of cooperation between involved stakeholders such as shippers, logistics service providers, rail operators, terminal operators and infrastructure managers. This deliverable will present the results from the application of a value case methodology to investigate all relevant values of stakeholders (costs, risks, link with their strategy) and either to mitigate values if they are negative or to redistribute values over stakeholders so that the result is acceptable for all.

Evaluation of bottlenecks

This deliverable describes the results of task 3.2. The task combines qualitative and quantitative analysis. The quantitative analysis will evaluate to which extent the previous steps of the EU policy have contributed to accomplishing access to the rail infrastructure and the necessary service facilities on an equal basis. The qualitative analysis will comprise of interviews with experts and actors in the rail freight market concerning infrastructure access and regulation. A conclusion of both these analyses will be made, demonstrating the current status and what further steps are necessary. Recommendations will be formulated for future EU and national infrastructure policy.
