The HERA Joint Research Programme Uses of the Past (HERA JRP UP) consortium has established a 3rd joint transnational programme for multi-disciplinary research into a topic at the heart of the reflective society: ”Uses of the Past”. The innovative projects funded will fundamentally link past(s), present and future(s) creating valuable new knowledge that gives insights into the forces shaping the social, cultural and political transformation in Europe today. The HERA JRP UP is also pursueing additional activities aiming at international capacity-building in humanities research, promoting embedding of humanities researchers in Horizon 2020, and will explore and prepare new joint actions.

Twenty-four organisations from 23 countries have pooled a substantial amount of their humanities research funding (21 M EUR) for this HERA JRP, thus increasing the efficiency and impact of public funding. The HERA JRP UP involves the launch of a joint Call for Proposals and a commonly- agreed two-stage evaluation process involving an independent, international Review Panel. The consortium is funding 18 transnational humanities-centred projects of ~1,2 M EUR each. EC support is awarded to the level of 33% of the joint call budget. The HERA JRP UP consortium will actively support knowledge exchange activities and stimulate wider dissemination of the valuable contributions of new humanities research.

With this large transnational JRP and its associated activities the HERA JRP UP will mobilise the intellectual energies and collaborative potential of a wide range of humanities disciplines, and further develop the knowledge base of the European Research Area by sharing and debating interpretations of the human past and its relation to the present and future. While this proposal is for the delivery of the “Uses of the Past” programme, the wider vision of a collaborative, multi-disciplinary and impact-rich humanities sector across Europe is at the forefront of our collective endeavour.

Work performed

On 29 January 2015, the HERA Joint Research Programme Uses of the Past (HERA JRP UP) partners launched a joint call for multilateral projects in the humanities research area: “Uses of the Past”. The HERA JRP UP consortium, this time consisting of 24 national and regional funding organisations, wants to create collaborative, transnational research opportunities that will derive new insights from humanities research in order to address major social, cultural, and political challenges facing Europe. For the HERA JRP UP a virtual pot was created according to a financial model (based on Eurostat figures) smilar to the one used in the Norface calls. As in all previous HERA JRPs - and contrary to most other joint research programmes set up by ERANET - HERA JRP UP project grants are transferred by the HERA JRP UPHandling Agency in full to the Project Leaders to enable them to truly manage the collaborative transnational project.

The HERA JRP UP partners have jointly defined and developed a common research priority, opened a transnational funding mechanism and pooled a substantial amount of their funding in one virtual pot. The HERA JRP UP Board is the main decision-making body regarding matters such as the financing of the HERA JRP UP projects, Knowledge Transfer Strategy and its implementation, and monitoring of the HERA JRP UP funded projects. The HERA JRPP UP partners have contracted the Netherlands Organisation for Scientific Research to act as the HERA JRP UP Handling Agency for the first phase of the programme (e.g. organising the call and selection process). For the second phase of the programme the IRC is contracted as the HERA JRP UP Handling Agency (i.e. for managing the HERA JRP UP funded projects and networking activities).
The Call was open to scholars located in Austria, Belgium, Croatia, Czech Republic, Denmark, Estonia, Finland, Germany, Iceland, Italy, Ireland, Latvia, Lithuania, Luxembourg, Netherlands, Norway, Poland, Portugal, Slovenia, Spain, Sweden, Switzerland and the United Kingdom, irrespective of their nationality. Successful proposals required the building of consortia of four or more partners based in four or more different HERA JRP UP countries. The total amount of funding available for the transnational research projects funded in the HERA JRP UP theme was 21,7 M€, 4 M€ of which was the Cofund. Most participating countries also made a provisional additional 25% reservation to their original commitment to guarantee that a reasonable number of projects could be funded. In addition 0,7 M€ was contributed by the HERA JRP UP partners for the handling costs of the selection procedure and the management costs of the projects. The HERA JRP UP consortium will be spending the 1 M€ unit costs they requested on additional capacity building and networking activities and for preparing new joint activities.

Proposal evaluation under the HERA JRP UP theme was carried out in two stages (Outline and Full Proposals) by an international, independent HERA JRP UP Review Panel. In the second stage, the invited Full Proposals were assessed by at least three independent external expert referees. The HERA JRP UP partners provided their suggestions for the Review Panel members and external referees, and carried out the eligibility check of the Outline and Full Proposals.

The HERA JRP UP call had an excellent take-up: 605 proposals were submitted in the Outline Proposals stage and 100 in the Full Proposals stage. The total budget requested by the 100 submitted Full Proposals amounted up to 112,3 M€. The HERA JRP Review Panel stressed the overall high quality of the full proposals in particular those ranked on the positions 1 to 35. On 1 March 2016, the HERA JRP UP Board met in Oslo and decided to accept the Review Panel\'s recommendations and ranking list. As the ranking list was strictly followed, some partners were unable to fully use their budgetary commitments. Then again, some partners increased their original

Final results

The HERA JRP UP Knowledge Transfer Advisory Committee (KTAC) chaired by AHRC formulated a Knowledge Exchange (KE) Strategy which aims at increasing awareness of the impact of funded research beyond academia. The implementation of the Strategy will involve organising or supporting HERA JRP UP Knowledge Exchange and Networking activities, which brings together academic and non-academic partners from more than one HERA JRP UP project.
