Summary

Since its beginning, FACCE-JPI has increasingly recognised the need to inform European and international policy. Among there are the EU Bioeconomy strategy, the post COP21 climate agenda and the EU Energy and Climate package 2030, the reform of the Common Agricultural Policy and other international policies such as the SDGs.
In this context, FACCE-JPI has an important role to play through the joint actions taken to implement the FACCE-JPI research priorities as described in its Strategic Research Agenda (SRA).

Work performed

In order to support FACCE’s strategic objectives two FACCE Coordination and Support Actions were funded by the EC to launch and support the successful development of the FACCE-JPI on Agriculture, Food Security and Climate Change. The second one, entitled EVOLVE, started in March 2015 for 60 months.
In its first eight years, FACCE-JPI has already achieved a great deal in research excellence and alignment, having launched more than 10 actions, mobilising approximately €110M of funding for 92 transnational research activities (80% of which comes from national budgets), with more than €50M to be invested in upcoming actions.
In 2016, FACCE published its updated SRA, which describes 5 core research themes and research priorities. The SRA serves as the basis for multiannual Implementation Plans (IP) that set out research actions to be carried out. The 3 Implementation plans (2014-2015; 2016-2018; 2018-2020) gave rise to a number of actions including several joint calls, through ERA-Nets (FACCE ERA-Net Plus ‘Climate Smart Agriculture’, FACCE-SURPLUS, ERA-GAS) and jointly with other European initiatives, international partners and non-EU countries (Belmont Forum, ERA-Net BiodivERsA, multi-partner call on agricultural greenhouse gas research, WaterWorks 2015). FACCE has also developed novel instruments for alignment such as the Knowledge Hub MACSUR. The research in MACSUR and its outcomes have helped inform policy decisions by contributing to the IPCC’s fifth assessment report. FACCE-JPI has helped to identify new approaches for sustainable agricultural development (e.g. through research conducted as part of the ERA-Net Plus on Climate Smart Agriculture) and to increase the visibility of European research on agriculture, food security and climate change on a global scale. It has organised European-wide scientific events and strengthened its links with national programmes and the European Commission.
With this work, FACCE-JPI has entered into a new period of maturity with stronger focus on policy relevance. FACCE has begun to valorise results from (nearly) ended projects and organised a successful pilot valorisation workshops.

Final results

FACCE-JPI intends to continue its progress on aligning EU research programming and generating new high impact research to contribute to tackling the societal challenge. It is exploring how it may become self-sustainable in the future so that it may continue to play a part in EU research excellence, informing evidence-based policy and supporting sustainable agriculture under climate change. The SRA will undergo a major update, to be published in the beginning of 2020.
