Summary

The ERA-NET Co-fund Smart Urban Futures (ENSUF), supported by the Joint Programming Initiative Urban Europe, has called for European research and innovation projects that operationalise and translate a framework of three main elements, to launch a joint response to the implementation gap in sustainable urban development. The three main elements to be operationalised in projects are transdisciplinary co-creation in research and innovation, smart integrated urban development and utilising the spatial dimensions and processes of urban areas.
Three call topics have been decided upon for providing challenge-driven projects that will provide tools and methods to sustainable, open, innovative and inclusive urban areas. These topics are:

- Concepts and strategies for smart urban transformation, growth and shrinkage;
- New dynamics of public services;
- Inclusive, vibrant and accessible urban communities.

Each topic has the potential to be examined at multiple scales, and to be valuable to a range of research and innovation projects and partners. The topics are each areas where there is a clearly identified implementation gap between the existing state of knowledge or urban governance methods, technologies and best practices and the capability to deliver and implement these developments to drive sustainable urban development, with
EU comparative and EU-forward-looking dimensions.

The overall objective of ENSUF, building upon the JPI Urban Europe SRIA, is to bridge the implementation gap in urban sustainable development. There is a disconnect between the knowledge that exists in the research community and the use of this knowledge in practice. Furthermore there is a disconnect between the different ‘silos’ in which both cities and researchers often approach urban problems. The complex urban setting require a more holistic and systemic approach to achieve sustainable urban development and to investigate ways of understanding and managing this complexity. Bridging this implementation gap will require co-creative, transdisciplinary, interdisciplinary, and crosssectorial research and innovation in order to provide new insights on European urban dynamics and the implementation of urban innovations and best practice across Europe. This will be done by testing, analysing and optimising innovative urban ideas and strategies to answer the economic, social, cultural and environmental needs of citizens in a sustainable way.

Work performed

The activities of the ERA-NET Smart Urban Futures are split into the following five distinct work packages. Below is given a summary of the work done in each work package:

- WP1: Coordination & Consortium Management
NWO as coordinator has worked together with the consortium closely and kept good relations with the EC. Deliverable 1.4 and 1.10 have been submitted and approved by the EC. Unfortunately there was a misunderstanding for the deadline of this reporting period: NWO mistakenly thought it was due on the 31st of July, while it was due on the 31st of May. NWO has worked hard to correct this mistake and get the reporting done as soon as possible.

- WP2: Preparation, Launch and Operative Management of Co-Funded Call
This work package was led by FFG. This work package has successfully prepared the call for ENSUF. This work package worked together closely with WP5 so that all communication tasks could be fulfilled. FFG’s electronic submission system eCall which was already successfully used for a two-stage submission procedure within
the JPI Urban Europe and the ERA-NET Cofund Smart Cities and Communities (ENSCC).

- WP3: Evaluation and Proposal Selection for Co-Funded Call
This work package was led by FORMAS. In this work package the panels have been carefully selected. The Expert Panel chair and the Expert Panel members consisted of researchers, practitioners and other stakeholders who have a high standing in the field, with recognised expertise in the research topic areas. The panel as a whole had a high standard also regarding the overall objectives of the call regarding co-creation, transdisciplinary, interdisciplinary and cross-sectorial research, innovation and practice.

- WP4: Follow-up & Monitoring of Projects
This work package is led by UEFISCDI. For the monitoring of projects, discussions and plans have made together with FFG who will develop a low-effort online monitoring system that is under development within the ERA-NET Cofund Smart Cities & Communities (ENSCC) shall be used as a common resource for the participating Funding Agencies. Furthermore project observers have been appointed for all funded projects.

- WP5: Communication, Exploitation, Dissemination
This work package is led by VINNOVA. Several activities have been carried out to promote the call. Online the call has been promoted through the JPI Urban Europe website and through social media. After the projects have been funded, they have been promoted in several ways: through the newsletter of JPI Urban Europe which regularly features news of the different projects and through the kick-off of these projects at the JPI Urban Europe projects meeting in Amsterdam, on the 14th of April 2016.

Final results

The ENSUF call has produced 15 projects which are currently working together with researchers, business and practitioners towards more sustainable and liveable urban areas. Furthermore the ENSUF call has successfully build on the experience of the agencies within JPI Urban Europe on how to set-up and fund transdisciplinary and co-creative research. With each call improvements are made and the well-balanced panel with both a focus on excellent research and on practice-oriented impact reflected that.
