Summary

The overall aim of SCOOP4C was to investigate, discuss, and disseminate how co-creation and co-production in public service provisioning for citizens can be achieved by implementing the once-only principle. The following six objectives drive the project to contribute to the wide implementation and diffusion of the once-only principle across Europe:
Obj. 1. to build up and sustain a stakeholder community (the SCOOP4C community) which shares experiences of once-only principle implementations for citizens, and identifies issues of concern and key enablers for OOP implementations;
O 2. to identify, collect and share existing good practices of OOP solutions across Europe and to establish a body of knowledge about the cases;
O 3. to discuss challenges, needs and benefits of widely implementing and diffusing the once-only principle in co-creation and co-production contexts involving citizens and governments as data producers and data consumers;
O 4. to draw conclusions from existing best practices with needs and challenges, including policy recommendations towards a necessary paradigm change in the public sector and of the citizens to build up trust on data shared among governments while reducing administrative burdens for citizens;
O 5. to identify relevant stakeholders and to develop a strategic stakeholder engagement plan to ensure sustainable implementations of OOP solutions with a large engagement of stakeholders in various co-creative and co-productive public service provisioning contexts;
O 6. to develop a tangible roadmap of future areas of actions to implement, diffuse and sustain concepts and implementations of OOP.

Work performed

To achieve objective 1, continuous interaction with stakeholders took place through online (web portal, facebook, twitter, newsletter, email) and offline (workshops, conferences, individual meetings) means. The main impact was achieved through offline interactions. SCOOP4C organised two OOP conferences (together with the TOOP project) and in total 12 stakeholder workshops. The stakeholder community consists of 810 stakeholders, of which 500 are active stakeholders adn 310 are potential stakeholders that have been contacted but were not active during the project runtime. The stakeholder community has been handed over to TOOP for further engagement with the community. The results are documented in deliverables D 3.2 and D 3.3. The handover of the stakeholder community to TOOP is documented in D 5.3.
To achieve objective 2, good practices of OOP cases and enablers have been collected and studied. These cases and enablers are documented in deliverable D 1.2 and they are continuously updated on the online knowledge base. At the end of the project, the online knowledge base counts 66 OOP cases and enablers and these can be easily accessed through an interactive project map (cf. deliverable D 5.2). The online portal of SCOOP4C will be available for at least five years and is hosted by the project coordinator.
To achieve objective 3, regular workshops and interactions with different stakeholder groups have taken place. In total, 12 workshops have been organised with stakeholders to discuss OOP cases and enablers, gaps and challenges, the roadmap of actions and recommendations, the stakeholder engagement in the OOP realisation, and how the cross-border OOP vision can be implemented. Furthermore, two OOP conferences have been organised together with the TOOP project to create awareness about the OOP and about enablers and good practice cases (cf. D 3.3 and 5.2).
To achieve objective 4, a comparison and syntesis of existing good practices of OOP solutions has been performed and needs and challenges have been identified. A total of 76 gaps (consolidated into 50) were grouped into 10 areas. Furthermore 21 benefits of OOP were identified (6 for citizens, 3 for businesses, 10 for governments, 2 general). These are documented in deliverable D 4.1.
To achieve objective 5, relevant stakeholders have been identified and analysed along the analysis of OOP cases. Subsequently, a strategic stakeholder engagement plan has been developed and documented in D 4.2 to ensure sustainable implementations of the OOP with a large engagement of stakeholders in various co-creative and co-productive public service provisioning contexts.
To achieve objective 6, stakeholders were engaged in identifying areas of actions for the roadmap to successfully implement OOP services for citizens in cross-border domains. In total, five future cross-border OOP scenarios have been developed. The roadmap consists of eleven areas of actions and in total 62 individual actions suggested. Furthermore, there are 58 detailed and 9 key policy recommendations. The results are documented in D 4.2.

Final results

Results:
- a knowledge base of good practices of OOP implementations in Europe
- a synthesis of challenges, needs and benefits of implementing the OOP across Europe in public services
- a roadmap of actions to promote and implement the OOP widely plus policy recommendations for how to speed up the implementation of the OOP.
- a stakeholder engagement plan to guide future OOP implementations in effective stakeholder engagement
- a stakeholder community that shares best practices and lessons on OOP implementations and that guides future implementers in establishing the necessary enablers for successful OOP implementation.

potential impacts:
- SCOOP4C has developed a clear common understanding of the once-only principle, with key enablers, needs and benefits for citizens and governments.
- SCOOP4C has identified gaps of current implementations of ICT solutions and enablers and the needs towards OOP implementations which will be fed into a roadmap of future areas of action for research and innovation and for policy recommendations
- SCOOP4C has developed a strategic stakeholder engagement plan which outlines means and recommendations for active engagement in the OOP realisation to leverage the full potential of the principle in regards to administrative burden reduction, simplification of procedures as well as re-use of data.
- SCOOP4C has built up an active stakeholder community with 500 active and 310 potential OOP stakeholder. The stakeholders are interested to share best practices in implementing OOP enablers of OOP solutions across borders and in national environments.
