Summary

The PentaHelix project aims to empower local and regional authorities to find innovative and cost effective approaches to develop, finance, implement and improve sustainable energy and climate action plans (SECAP) that contribute to reaching national and European climate and energy goals and policies. The main objective is to develop an innovative pentahelix based method and use this to engage and support authorities on multiple levels together with other key stakeholders in different sectors for increased SECAP development and implementation. PentaHelix stands for integrated development and focuses on five different stakeholder groups:
• Public authorities (local, regional, national and international)
• Industry (and businesses such as SMEs, farmers, trade etc)
• Academia (research and educational institutes)
• NGOs (associations, interest organisations, etc)
• Citizens (house owners, car owners, commuters etc).

The public sector is an important driving force in supporting a market transformation to the circular green economy. One of the key challenges remains in linking up public bodies at a national, regional and local level through effective multi-level governance to realize an energy transition driven from the local level with concerted planning and implementation of energy projects, as well as in achieving a coherent transformation of the energy system capitalizing on synergies and economies of scale.
In this project the PentaHelix approach is being tested on more than 8 pilot municipalities and replicated in many more while the obtained results and findings is being disseminated to key target groups throughout Europe. Task forces with representatives from each of the five pillars, have been established in each partner country. These task forces cooperate closely with the local and regional authorities to evaluate, develop and implement climate and energy actions both during and after the project period. In cooperation with the Climate Action Network and EBN innovation network, the partner regions ensure that the PentaHelix method and results are disseminated throughout Europe.

Work performed

During the first half of the project period, the PentaHelix method has been established, and the partner regions have started testing it:
-starting point for the implementation of the PentaHelix methodology has been determined, most relevant stakeholders have been mapped
-barriers and drivers for the successful development and implementation of SE(C)APs have been determined
-detailed database containing the potential impacts related to energy, economy and social issues of relevant measures usually suggested by SE(C)APs-has been developed
-task forces have been established in all the partner regions, containing representatives from all five pillars of the pentahelix.
-guidelines for climate communication have been developed, and all the partners have received training in how to develop and implement SECAPs based on these guidelines. The guidelines and training material has been developed and made publicly available through the pentahelix.eu webpage. The webpage also contains a climate forum, to ease the sharing of knowledge and materials between European municipalities.
-work on developing pilot SECAP using the PentaHelix method has started in all the different partner countries.

Final results

The PentaHelix method has piqued much interest in the partner regions, and a larger number of municipalities than originally envisioned have expressed interest to become pilots. Information about the PentaHelix method and climate communication has spread beyond the partner regions, both due to the regional partners dissemination efforts on a national level, the network partners’ dissemination efforts on a European level, and the project being presented at the EU Energy Week. As a result, there is much interest from municipalities both within and outside the partner regions to becoming replicator municipalities and utilize the PentaHelix method to develop SECAPs.
Despite the popularity of Covenant of Mayors in most other parts of Europe, Norwegian municipalities have expressed little interest in joining the network. Through the PentaHelix projects dialogue with a large number of Norwegian municipalities, the main barriers for joining CoM have been identified. The main concern expressed by the municipalities are the discrepancies between national and EU structing of Baseline Emission data. Discussions with the Covenant of Mayors organization about how to resolve this have been initiated. If this cooperation between the CoM and the PentaHelix project is successful, the resulting solutions might be used by most or all Norwegian municipalities, and might also become useful for Swedish municipalities, who have a similarly low participation rate.
Due to the large interest and highly motivated pilot and replicator municipalities, the PentaHelix project expects the final impacts to energy efficiency, new renewable energy production, and investments to be at least as high as originally estimated in the grant agreement.
As a result of the integrated and cooperative PentaHelix method, the pilot municipalities are experiencing improved communication and cooperation between the municipalities involved in the project, between the different PentaHelix pillars, and an increased motivation for climate action from private actors.
