Summary

GALiVMS feasibility study focuses to provide solution tailored to monitor artisanal fishing vessels that would enable National Fishing Authorities to monitor them and, at the same time, increase fisherman security when on sea by exploiting the features of the Galileo system instead of using GPS / GLONASS.

The analysis of alternative options to monitor artisanal fishing vessels confirms that for a majority of defined criteria, the use of Galileo, and associated GALiVMS solution, will meet and exceed most of the relevant requirements. Currently, existing VMS solutions use GPS and / or GLONASS system for positioning, but it would not be a problem to replace these with Galileo’s better accuracy, coverage, enhanced reliability and integrity. A more sophisticated service (e.g., real-time navigation) that requires better accuracy than today’s GNSS systems and improved safety of fisherman will therefore benefit from Galileo’s performance.

Work performed

Result of our work is Feasibility study with all required topics.

Final results

This study shows that GALiVMS solution has considerable potential for deployment in artisanal fishery and will contribute significantly to the objectives of the Common Fishery Policy. The key benefit of using GALiVMS solution is the improvement of fisheries sustainability and the contribution of fisheries to the food supply by covering the significant gap of control that exists today. Currently, the EU system for fisheries controls is focused on the fishing vessels above 12m, not covering fishing vessels bellow 12m in length.
