Summary

The “Strategic Dialogue on Sustainable Raw Materials for Europe” (STRADE) addresses the long-term security and sustainability of the European raw-material supply from European and non-European countries.
Using a dialogue-based approach, the project brings together governments, industry and civil society to deliver policy recommendations for an innovative European strategy on future EU mineral raw-material supplies.
The project holds environmental and social sustainability as its foundation in augmenting the security of the European Union mineral raw-material supply and enhancing competitiveness of the EU mining industry.
Over a three-year period (2016-2018), STRADE shall bring together research, practical experience, legislation, best-practice technologies and know-how in the following areas:
1. A European cooperation strategy with resource-rich countries
2. Internationally sustainable raw-material production & supply
3. Strengthening the European raw-materials sector

Work performed

European Cooperation Strategy with Resource-Rich Countries
The STRADE team shall analyse EU and non-EU countries’ engagements with raw materials-producing countries, with the aim to revitalise the EU’s mineral engagement strategy.
Recognising the importance of collaboration and cooperation, STRADE shall engage with international partners, particularly in resource-rich countries, to inform its own strategy by:
• Evaluating the raw-material based engagement between the EU and resource-rich countries;
• Evaluating the raw-material based approaches of non-EU countries with resource-rich countries; and
• Developing, through international stakeholder dialogues, a comprehensive approach towards resource-rich developing and advanced countries, in line with international best practices.

Internationally Sustainable Raw-Material Production & Supply
The STRADE team shall promote an international stakeholder dialogue to develop an internationally accepted evaluation scheme, which would allow politicians, authorities and investors a transparent assessment of whether specific production sites operate at high, medium or poor sustainability levels. Using stakeholder dialogues, STRADE will recommend approaches to successfully implement certification and due-diligence schemes along with the EU’s contribution in this process. It will also discuss the global and institutional context of sustainable mining and explore the conceptual foundation of an International Resource Governance Alliance with the EU.

Strengthening the European Raw-Materials Sector
Ensuring the continued competitiveness of the EU mining industry, both inside and outside the region, STRADE shall generate an objective and data-driven analysis of the EU mineral raw-material industry’s international competitiveness. The project will assist in securing raw material supplies through promoting:
• Investment from EU and non-EU actors into the EU’s mineral raw materials sector;
• EU companies’ participation in exploration, investment and technology supply in non-EU countries; and
• Cooperation between EU and other raw-material producing countries based on sustainable practices and improved competitiveness.
