 Obiettivo del progetto (Objective)

'Delivering European Renewal relies heavily on the advancement of Responsible Research and Innovation (RRI) – that is, research and innovation which is:

- is ethically acceptable, - is sustainable by avoiding significant adverse effects and - drives towards the common good, i.e. societal desirability.

To achieve maximum impact where it is most needed, ProGReSS concentrates on the underexplored and least converging part of RRI, namely achieving societal desirability. The project will link existing international networks of RRI from all continents with European partners and policy-makers, policy-advisors, funders, industry and non-governmental organisations. In interactive discussions with relevant societal actors as well as innovators, we will move RRI debates from the national or regional to the global level and achieve the following objectives:

1. Link existing international networks of RRI with relevant societal actors on a global scale to focus innovation on societal desirability.

2. Complete a major fact-finding mission comparing science funding strategies and innovation policies in Europe, the US, China, Japan, India, Australia, and South Africa.

3. Advocate a European normative model for RRI globally, using constitutional values as a driver to inform societal desirability.

4. Develop a strategy for fostering the convergence of regional innovation systems at the global level.'

Introduzione (Teaser)

A global team is comparing international governance and funding models for responsible research and innovation. The models address grand challenges, and the team provisionally concludes that focusing on social desirability can open new market opportunities.

Descrizione progetto (Article)

European renewal will depend on innovation. Yet the innovation must also be ethical, sustainable and achieve a common good.

Over three years to January 2016, the EU-funded 'Promoting global responsible research and social and scientific innovation' (http://progressproject.eu (PROGRESS)) project will probe this subject. The 9-member consortium includes partners from Australia, China, India, South Africa and the United States.

One goal is to promote social desirability by linking existing international networks of responsible research and innovation (RRI) with relevant social actors. The group will also compare science funding strategies internationally. Lastly, the team will collect global voices on RRI, to develop a strategy for fostering convergence of regional innovation systems at a global level.

The project has compared research and innovation strategies between five developed and four developing countries. Results indicate that, globally, ethics governance is the most widely accepted RRI action, yet social engagement is the least commonly practised. The work yielded a journal paper, which concluded that the American concept of broader impacts is benefiting science, technology, engineering, and mathematics rather than society as a whole, the aim or RRI.

Other findings are as follows. Grand challenges, rather than constitutional values, may be the most accepted indicator for social desirability. Furthermore, addressing grand challenges can open new market opportunities, whilst encouraging investment depends on proving that RRI can be profitable. Finally, RRI can only achieve global appeal if it adopts concepts from emerging economies, particularly 'inclusive innovation' as practised in Brazil, China, India and South Africa.

The project has produced a series of eight informative videos, in addition to other dissemination tools such as the website.

PROGRESS is raising global and European awareness among researchers and funders concerning RRI principles. The work will help to achieve a greater appeal and impact of such principles, particularly where research is linked to the needs of citizens.
