'The present research project is focused on the limits and scope of the legal order of the European Union through a detailed examination of the personal and material scopes of application of Treaty provisions (for example, the free movement rules or the provisions on citizenship of the Union), the extent of the competences of the Union (for example, the limits of Articles 95 EC, on internal market legislation, or of Article 308 EC, on implied powers), and the institutional framework in charge of the definition and enforcement of those limits (the relative merits and demerits of the Court of Justice, the Council, the European Parliament, the Commission and national institutions to trace the limits of EU law). The proposed research will also examine important issues such as the scope of fundamental rights protection in EU law, the borders between EU law and EC law, and the notion of 'economic activity', which defines the scope of application of many important Treaty provisions. The project is interdisciplinary, taking into account the law, political science and theories of institutional choice. It will hopefully result in an analytic framework to examine this kind of issues and also in more practical recommendations from a normative and institutional point of view.'
