'The aim of this proposal is to set up a mobility scheme (START) to support transnational mobility of researchers. The scheme will be open to applicants from all over of the world within five years after receiving their doctorates. Eligible researchers must identify either an Icelandic host or co-host in their application and their training must include one of the following mobility elements: a) incoming, b) outgoing c) reintegration. Applicants can otherwise select their destinations and research topics freely.
The START scheme will be managed by the Icelandic Centre for Research (RANNIS) which is a public research funding agency in Iceland. RANNIS is responsible for managing several research funds on behalf of the Ministry of Education and Science as well as the Ministry of Industry and Tourism. It is, furthermore, responsible for coordinating Iceland's participation in FP7 and hosts a EURAXESS service centre for mobile researchers. RANNIS has participated in a number of successful projects supported by the Framework Programmes in the last 20 years.
Two calls will be published widely around Europe during the project period and a minimum of 14 fellowships awarded, each with a maximum duration of 3 years. The financial contribution includes a living allowance, travel allowance and a contribution to research costs and management. Evaluation processes will be based on international peer-review and follow the 'European Charter for Researchers and Code of Conduct for their Recruitment', which all universities in Iceland are committed to. Evaluation will primarily focus on excellence.
The Co-funding would have great additional value to the European community as no programme specially dedicated to researchers' mobility has ever existed in Iceland. The progamme rules and procedures will be substantially aligned with those of the People programme and the longer-term objective is to set up a sustainable programme beyond Community support.'
An EU project is improving Iceland's mobility support for postdoctoral researchers. To date, 6 grants have been allocated from an expected minimum of 14.
Iceland's research organisation the Icelandic Centre for Research (RANNIS) coordinates the country's involvement in the Seventh Framework Programme (FP7), and hosts a service centre for mobile researchers. With European help, RANNIS now also offers a fellowship for postdoctoral researchers.
The EU funded the 'Support for transnational mobility and research training' (START) project over three years to the end of 2014. The project offers a scheme supporting the transnational mobility of postdoctoral researchers. In accordance with certain rules, candidates may either move into or out of Iceland, without restrictions regarding research subject or location.
To date, the project has published two calls in Europe. The first call, published in 2011, received 37 proposals, more than half of which were from non-Icelandic applicants, and 6 of which were successful. All appointed individuals signed contracts with RANNIS.
A minimum of 14 fellowships are expected to be awarded in total, each initially for at least 2 years and with the option of a further year. The grants provide financial allowances for living, travel and research. After completion, the performance of the fellows will be evaluated by peer review and according to research excellence.
EU funding of the START project benefits Europe since no previous mobility programme has existed in Iceland. Mobility fosters long-term researcher productivity.
