Summary
In 2012 and 2013, Slovakia and the Czech Republic participated in the Build Up Skills Pillar I project managed by EACI (now EASME) to analyse a status quo in the level of competencies available in the sector of buildings, future needs and obstacles for improvement and investments in the skills and knowledge of human resource in the sector of buildings. Although the Pillar I project was aimed at craftsmen and on-site workers in the sector of buildings, Slovak and Czech teams used this opportunity to address needs in skills and knowledge of middle and senior level professionals, as the needs in this area are of same urgency and need to be addressed should the objectives in the energy efficiency of buildings and in the use of renewable energy sources be delivered. Moreover, taking into account the specific situation in Slovakia and the Czech Republic, not addressing the needs in middle and senior level professions in the sector of buildings would undermine the effectiveness of achieving the expected impact of the action focused on craftsmen and on-site workers.
The Project have extended the implementation of the Roadmap established and endorsed under Pillar I Build Up Skills project in Slovakia and the Czech Republic to middle and senior level professionals. These Roadmaps identified key measures for setting up a national qualification and training scheme and other measures for ensuring development of skills essential for the field of buildings to contribute to the fulfilment of the Europe 2020 energy targets. The project particularly focuses on key measure 1.3 and facilitate implementation of key measures 1.1, 1.2, 1.5 and 2.2 of the Roadmap endorsed in Slovakia, and on priority 4.3.1 and measures 1,2 and 4 of the Roadmap endorsed in the Czech Republic.
This is to strengthen the qualification of professionals identified as target group in the Roadmaps and to facilitate further investments in the skills anticipated in the EU Roadmap to a Resource Efficient Europe.
Particularly the project leads to:
• Development of 5 education and training programmes for continuing education and training of middle and senior professionals in the field of buildings;
• Setting up permanent network of trainers delivering the training programmes developed under the project;
• Training of trainers for delivery of the programmes;
• Proposal for financial measures to be established to facilitate and motivate middle and senior level professionals in participating to training programmes and SMEs to invest into continuing education;
• Proposals to Slovak Government for incentives boosting demand for highly qualified professionals;
• Reaching financing agreements using ESF for dissemination of training programmes.
The project is establishing necessary resources and preparing technical, organizational and financial conditions for training and re-training on energy efficiency and use of renewables of 700 middle and senior level professionals in the field of buildings in the period until end of the project. It is expected that the partners would continue operate the qualification and continuing education and training scheme beyond expiry of the project and therefore it will lead to further development of skills and knowledge of building professionals.

Work performed
European team of experts were set up for developing 5 units of learning outcomes (ULOs). An inception workshop was organised on 9 July 2015 in Bratislava, Slovakia (at SKSI premises) to produce proposals for the draft ULOs. On the basis of the workshop’s outcomes, the initial draft of ULOs. A desk research of existing qualification standards, including relevant competence profiles and job descriptions in Austria was carried out by EPC to improve the draft. Draft was submitted for commenting and complementing the draft by the members of the team of experts aimed at reflecting the most recent materials, technologies and equipment used in the field of increasing energy efficiency and use of renewable energy sources in buildings from their life-cycle perspective. Resulting draft was submitted for consideration of the Validation Workshop organised on 21 October 2015 in Vienna, Austria at BOKU premises. The outcome of the validation workshop was reviewed by STU team to assist the internal review team in assessing the the matrix of 5 ULOs and to identify subjects to be included in the education programmes. The matrix was also assessed by the workshops with stakeholders organised in the Czech Republic on 14 January 2016 and in Slovakia on 4 February 2016.
The following 5 training programmes are being developed:
1. Architect/Planner;
2. Site manager;
3. Site supervisor;
4. Sustainability/Energy counsellor;
5. Assessor of the achieved energy efficiency of the buildings.
The work on the education modules started already from 1 October 2015 together with finalising the ULOs. The following inception steps were already carried out:
• Analysed and compared training programmes in Austria, Czech Republic and Slovakia;
• Analysed the existing tertiary education for targeted professionals (formal tertiary education) and the level of education in the participating countries;
• Analysed the building sectors in the target countries and the related professions;
• Consulted design of the courses with relevant stakeholders in non-university environment;
• Carried out desk research on the relevant education programmes already available in Austria;
• Defined professional requirements relevant to sustainability topics in the sector of buildings;
On 8 February 2016, Education Modules Inception Workshop was organised in Vienna, Austria in premises of BOKU. The workshop discussed the proposal of the matrix of education modules and assignment of the modules to the training programmes for the 5 targeted professionals. The experts from partner organisations agreed on:
• Draft matrix of the education modules and on the matrix assigning the modules to the programmes;
• Division of the work on the modules;
• Next steps for validating the both matrixes and developing the content of the modules.
SKSI, SPS and SEVEn discussed the both matrixes with their internal experts and external stakeholders. Education Modules Development Workshop was organised on 25 April 2016 in Vienna, Austria at the premises of BOKU. In outcome of this workshop, the matrix of modules (final number of modules was set to 15) and the matrix assigning the modules to the five training programmes were agreed. On 30 May 2016, the Education Modules Validation Workshop was organised by SKSI in Bratislava, Slovakia at premises of SKSI. The workshop discussed further the content of the modules, time requirements for study per each module and structure of the modules.
Final results
Besides the energy savings triggered by increased level of qualification, the new qualification and training scheme is also impacting the capacity of the sector of buildings in building up effective offer to meet the market demand in renovation of residential buildings. Performance of the project will be assessed against deliverables, which are clearly identified and quantified in the description of this project proposal.The main impacts of the project will fall into two categories
• Enabling policy – the project will enable the necessary framework by delivering proposals that will remove governance and financial barriers;
• Building capacities and competencies (skills and knowledge) of the key market players.
