'Africa, the largest single component of the African Caribbean Pacific (ACP) Group of States, despite its huge potential for development through both human and georesources, suffers in many places from poverty and underdevelopment. The sustainable use of its resources is a key issue, not only for development of the African countries, but also for the world’s future. Over the coming decades, these issues are likely to play an ever-increasing role due to the world’s growing population, rapid urban development and the rising demand for better infrastructure and services. The sustainable use of georesources requires a knowledge based on data, information and expertise. Thus, the availability, traceability, accessibility and processing using GIS technologies of heterogeneous data from multiple sources is essential. Such processing requires a qualified and experienced personnel and the definition of strategies for capacity building and training. In view of this situation, a recognised need has emerged for a shared, distributed, Internet-linked georesources observation system, based on open standards and interoperability developments, as a contribution to the sustainable development of African countries. The Support Action is the preparatory phase needed to design the African-European Georesource Observation System (AEGOS) capable of hosting and providing access to Africa’s geological resources, including groundwater, energy, raw materials and mineral resources. Its objectives are to define: i) operational procedures for data management (Spatial Data Infrastructure, metadata and data specification), ii) user-oriented products and services including the preparation of innovative spin off projects based on AEGOS and an evaluation of the input of Interoperability and interdisciplinary in support of GEOSS iii) the African- European partner network, iv) a geoscience contribution to GEOSS, in the context of INSPIRE'
An Afro-European partnership is facilitating shared and open access to important geological observation data on Africa. Exploitation will have important impact on sustainable development and human capacity building.
Africa's huge potential for development created by both human and geological resources has not been reached largely due to poverty and lack of trained and experienced personnel. At the same time, the sustainable use of resources is becoming more and more pressing with a growing population and increased urbanisation.
European scientists recognised a need for shared Internet-based geographic information system (GIS) resources with open standards and interoperability together with human capacity building. EU funding of the 'African-European georesources observation system' (AEGOS) project supports the preparatory phase needed to design the system.
The AEGOS project is focused on defining data management procedures, products and services to be provided and the African-European partner network. To date, data management has been addressed quite thoroughly. Scientists analysed spatial data infrastructure (SDI) reference models and websites of relevant African and European SDIs. Recommendations have also been put forth regarding a proposed SDI model for AEGOS.
The consortium also conducted a careful survey of existing geoscience information technology (IT) facilities and their operation. As a result, they were able to identify important areas for improvement in both geoscientific data and human resources to meet AEGOS objectives.
Data topics and their required attributes for sustainable use and monitoring as well as for user-identified services were identified as main problems regarding a national data and service infrastructure in many countries. Scientists also developed a first set of requirements for human resource capacity building covering skills and specialisations in project management, IT, data management and the like.
In its final form, AEGOS will be a pan-African SDI that facilitates open sharing and utilisation of data on Africa's groundwater, energy, raw materials and mineral resources. The system will thus enable sustainable resource management, policymaking and capacity building in the geosciences.
