'This proposal is a re-submission of the Proposal WELCOME, that was submitted by the Foundation for Science and Technology of the Ministry of Science and Higher Education of Portugal, in response to the call Cofund, of 2007. The proposal WELCOME entered the reserve list but was not funded due to lack of budget. Considering the comments made by the evaluators, this new proposal - WELCOME II, has been improved namely in what regards eligibility restrictions of nationality. Other comments such as issues of single call have been carefully looked at and considered in the new proposal. The Foundation maintains the three-year length of the programme of reintegration, addresses it to all researchers of any MS/AC nationalities coming from any Third Country, and makes no restrictions of scientific areas. The programme respects the bottom-up nature of the scheme that aims to guarantee that reseachers will carry out a career development project of their own choice. In what regards the quality of the programme, it will be ensured by the recognition of the host institutions by the Foundation subsequent to their international evaluation, and by the transparency of evaluation of the applicants. Inter-sectoral mobility is also considered in the Programme.'
