The context: Three major changes are transforming the business ecosystem: globalisation; network-to-network competition; customer governance, enriching business excellence with new views such as eco-responsibility, ethics and social responsibility.
The problems for SMEs: This new environment pushes SMEs into a vicious cycle: large companies get bigger and bigger, SMEs smaller and smaller (and less and less visible), often leading to the SME dismissal. The solution: SMEs must find a way to be visible despite being small.
The approach is threefold: first, they must measure and improve their excellence; second, they must radiate it to the market; third, the market itself must provide end-to-end transparency. The approach: GPM is the answer because, to raise excellence, SMEs must be able to measure, broadcast and monitor better performance internally, externally and in the network (Extended PM), having always in mind that performance now includes all new business excellence views (Enriched PM). We define GPM precisely as combining Extended and Enriched PMSMEs weaknesses: SMEs usually do not have a strong PM culture, even less for Enriched PM; moreover, PM solutions are neither adapted nor affordable for them, especially when they transcend firm boundaries.
Our goal: Transforming GPM into a common practice for SMEsOur strategy: Build a wide European consortium integrating SMEs in two key sectors, and all relevant RTD performers, to achieve three objectives:- On a cross-sectorial basis, assess why GPM is not working for SMEs- Focusing on the two sectors, define a general framework for GPM in SMEs, including: a methodology to help them in developing, deploying and operating GPM; an SME-compliant architecture providing reference models and analysis tools; and an ICT toolset, adapted to SMEs, to bridge the gap between concepts and efficient and effective executable instruments- Pave the way for cross-sectorial results dissemination and exploitation...
