'This project builds on the work previously done for the first RAMIRI project. It responds to a number of developments in European research infrastructure (RI) management, including the ESFRI Roadmap, the ESFRI regional issues working group, the ECRI conferences and the European Research Area (ERA) Board. The principal aims of this proposal are to train a group of new RI-managers (with a particular emphasis on managers from the new member states) in a number of key practical areas relevant to establishing and managing RIs of pan-European and international importance, including both single-sited and distributed infrastructures in both the physical/natural and social sciences. Topics covered will include: determining socio-economic impact, site-selection, legal and governance issues, financing, project planning and construction, recruiting specialised staff, and strategic planning (upgrades, partnerships, technology transfer). These learning areas will be delivered by expert speakers coordinated by a programme committee across 2 learning programmes over 24 months. Each programme will consist of two workshops held in a different location: Amsterdam, Prague and twice in Trieste. Elettra Sincrotrone Trieste will coordinate the overall project and work closely with its partners: Adam Mickiewicz University, Imperial College London, Institute of Physics and University of Amsterdam. The workshops will also include a site visit or more detailed case study relevant to each location. Participants will be selected on the basis of suitability through an application process. A mid-term review meeting will be held in Poznan to coincide with the Polish Presidency of the EU in late 2011. Following the end of the programmes, the learning materials and case presentations will be incorporated into a revised ‘RAMIRI’ handbook which thematises and summarises key issues in RI-management.'
Training workshops and a new handbook have given managers and civil servants in Europe the necessary tools and know-how to streamline how research infrastructures (RIs) are managed.
RIs have given European researchers, businesses and organisations unparalleled support in innovating and strengthening the knowledge economy. Properly managing these RIs is therefore crucial for research, innovation and a robust economy.
Building on its predecessor, the EU-funded project 'Realising and managing international research infrastructures 2' (RAMIRI 2) continued to provide training in planning and managing RIs under the European Research Area (ERA). Particular attention was paid to new EU Member States, helping integrate them into the ERA and nudging them towards a more knowledge-based economy.
To achieve its aims, the project held several workshops in different European cities on topics such as governance, finance, project planning, recruitment and management. Like the previous RAMIRI project, this second initiative also shared the know-how of experts from established RIs, aiming at future managers and policymakers across Europe. It fine-tuned the learning and networking environment also for civil servants engaged in the infrastructures themselves, and in national ministries or funding agencies.
Key to the success of the project were the small, interactive workshops on issues common to all RIs and aimed at their managers, encouraging as well networking between participants and speakers. The lessons, experiences and feedback emerging from the workshops and project have been integrated into a revised, expanded RAMIRI Handbook published at the end of the project. The handbook features best practices to help overcome common challenges that managers face, as well as case studies and expert analyses.
In total, 90 applicants out of the 130 applying for the workshops were selected, receiving financial support to improve RI management.
The learning programme provided a solid introduction to key work areas and issues related to establishing and running an RI.
This was coupled with the long-term network of contacts or alumni that arose from the workshops and through the project website to further global cooperation in managing RIs. Providing high-quality know-how to the trainees from both the public and private domains, RAMIRI 2 ensured that RIs are going strong, helping to further the ERA and buoy the European economy.
